John Delay, Advanced Concept Engineer for Geospatial Solutions
L3Harris Technology’s Space and Airborne Systems

John Delay is senior scientist, and Advanced Concept Engineer, for Geospatial Solutions within L3Harris Technology’s Space and Airborne Systems segment. Geospatial Solutions encompasses integrated processing systems and analytics, government geospatial systems and IntelliEarth™ commercial geospatial solutions businesses.

Delay assumed the position of senior scientist advanced concept engineering in 2020 reports to the director of Advanced Concept Engineering. He develops strategies across diverse market segments, identifies market and technology drivers, and applies technology to develop products and solutions to solve complex problems. Delay currently leads L3Harris’ geospatial platform implementation in support of commercial; intelligence, surveillance and reconnaissance; and geospatial missions.

Previously, Delay served as director of technology and strategic growth where he led growth initiatives for Harris Corporation’s broadcast division.

Delay has a proven track record as an innovator, holding over 20 patents in motion imagery, wide-area motion imagery, Internet Protocol (IP) Television technologies, adaptive self-learning IP-content data models, maritime analytics, cognitive model-based analytics, and model-based analytics. He pioneered Harris’ Full-Motion Video Asset Management Engine (FAME™) and the IntelliEarthTM Observer Platform, which enable customers to process and analyze a wide range of intelligence information. He is considered a leading expert in content delivery networks, video encoding, video analytics, video networks, geospatial knowledge graphs, and modern geospatial enterprises.

Delay is a past co-chair for the United States Geospatial Intelligence Foundation (USGIF) Activity Based Intelligence Working Group, and he is an active member of USGIF, the Intelligence National Security Alliance, the Institute of Electrical and Electronics Engineers, the Moving Picture Experts Group, and the Armed Forces Communications and Electronics Association.

Delay has a bachelor’s degree in electrical engineering, radio frequency and broadcast engineering from IUPUI formerly ATT-Technical Institute and  Culver – Stockton College in Missouri. He is a graduate of the University of Virginia Darden Executive Business Innovation Program and the Kellogg Executive Management Program.
